Fines and Fees

All library materials should be returned on or before the due date in the same condition in which they were received. Fines and fees are assessed for overdue, unreturned, and damaged materials.

Note: Fine rates for other libraries vary. Please consult each library's policies.

Fines for Overdue Materials

Items that are not returned or renewed by their due date are subject to the library's overdue fines.

Regular Loans

The charge for an overdue item is 50¢ per day up to a maximum of $25.  Overdue items are billed the unreturned replacement fee 50 days after being overdue.

Recalls

The charge for an overdue recall item is $2.00 per day up to a maximum of $25. Recalled items are billed the unreturned replacement fee 25 days after being overdue.

Faculty Reserves

The charge for an overdue Faculty Reserve item is 50¢ per hour or $10 per day with a maximum of $40.   Reserves items are billed the unreturned replacement fee 8 days after being overdue. 

DVDs & VHS

The charge for an overdue item is 50¢ per hour or $10 per day with a maximum of $40. Media items are billed the unreturned replacement fee 8 days after being overdue.

Fees for Unreturned Materials

Items that are not returned within the timeframes defined below are subject to the library's replacement fees.

Regular Loans

Items overdue for 50 days are billed for replacement. A nonrefundable fee of $50 is included, plus a $100 replacement cost.

Recalls

Items overdue for 25 days are billed for replacement. A nonrefundable fee of $50 is included, plus a $100 replacement cost.

Faculty Reserves

Items overdue for 8 days are billed for replacement.  A nonrefundable fee of $40 is included, plus a $100 replacement cost. 

DVDs & VHS

Items overdue for 8 days are billed for replacement. A nonrefundable fee of $40.00 is included, plus a $100 replacement cost.

Returning Materials That Have Been Billed for Replacement

When materials that have been billed for replacement are returned, the Circulation Billing Supervisor will review the account to determine if the replacement cost will be credited. The review will be based on the following conditions:

  • The material is returned in good re-usable condition.
  • The bill has not been forwarded to a collection agency.
  • The library has not withdrawn or replaced the material.

Note: Faculty and Staff are subject to a $20 nonrefundable notice fee.

Lost and Damaged Materials

Patrons who lose or damage library materials should notify the Circulation Department so that we can replace or repair the item.

The unreturned/replacement fee is assessed for lost items and for damaged items that can no longer circulate. In lieu of the fee, patrons may submit a replacement copy that is in very good condition and the same edition/ISBN as the item borrowed. A withdrawn item from another library's collection is not an acceptable replacement.

Paying Fines and Fees

Towson University Library fines are payable at the Bursar's Office. A variety of payment options are offered.

Delinquent payments are transferred to the State’s Central Collections Unit.
